Below are quick reference charts for Half Elf Cultural items.
I have not necessarily included the sub-combines for some of the common (non-cultural) ingredients.
If you need those recipes, please refer to this page.
NOTE: All sub-combines can be done in most any combine device or container. The cultural combine device or container is only necessary when making the final product (the final combine) for plate, silk, leather and chain armor.
NOTE: There are many, many sub-combines you can make. You can make any template item. However, only certain templates can be made into final Cultural Armors for your particular race.
NOTE: There are eleven (11) variant types of ores, silks, pelts, marrow, spinnerets and loam that can be used in template combines, but not all of them can be made into the actual, final Cultural Armors.

Every race has a cultural sewing kit that they have to craft (make).
They are made in the appropriate cultural forge (Smithing Trivial 162).
All of the recipes require a Needle Mold, Thimble Mold and a Water Flask (all merchant sold). Additionally, each will require a special ingredient, as noted in the below chart. These are merchant sold in the following zones:

NOTE:
Dwarves actually have (or did originally) a sewing kit. Oddly enough, there is no
tailored Dwarven armor. There is no silk (or leather) class
Dwarves!

Every race has cultural sewing needle that they need to craft (make).
They also have a cultural "essence" they need to make (craft), that is used to make the needle.
The recipe for all cultural needles, in general, is an Embroidering Needle (player crafted, Smithing Trivial 122, recipe is listed here) and your related cultural essence. The combine is accomplished inside most any forge (Smithing Trivial 132).
The cultural essence you need is crafted as well (in most any Brew Barrel, Brewing Trivial 122). The "essence" is made with a Water Flask and the "Essence Ingredient" listed in the below chart.
Lastly, a Simple Sewing Needle (universal to all races) is also used in sub-combines. It can be purchased from Tailoring Merchants in most any city or "shopping" zones.

The Cosgrove Seals diverted from the past seals in that they are slot specific. They use the same basic recipe, but they also add a chainmail template for the slot you are making it for (chest, arms, etc.) (XXX = Armor Slot). The chainmail templates are used even if you are a plate or chain class. The chainmail templates can be purchased from smithing vendors in many zones.

If you are a Gnome Paladin, you also have the option of Tinkering the Seals. These combines are made in most any Toolbox.
In that Bonzz is not a Gnome, I cannot verify any of the below data, sorry.
