THE BURIED SEA SPELLS & DISCIPLINE
This quest is so to acquire the
three (or nine, if you count each rank) spells introduced with The
Paladins only get two spells and a tome (discipline), as noted below... each of which also has a Rank II and a Rank III version.
You can obtain and memorize a Rank II or even a Rank III spell before you have the lesser versions. This means you can skip over the lesser versions.
Rank II and Rank III spells will overwrite (replace) the lesser versions (Rank II or Rank III) of the same spells. Your spell gems will update as well (automatic).

Spell: Burial Rites Rank I, II or III (Level 71)
Tome: Armor of Righteousness Rank I, II or III (Level 73)
Spell: Force of Prexus Rank I, II, II (Level 75)

RANK ONE
1) FACTION: You need to work on faction with the Blacksail Smugglers.
You must be at least indifferent to kindly before the Rank One Spells and Tome are revealed to you, allowing you to purchase them.
The Level 71, then level 73 and then Level 75 spells/tome will only be purchasable once you have the right faction (indifferent, amiable and then kindly).
Faction is improved by doing the various solo tasks and group missions
given out by the NPC's in The
I was able to get all three (3) items (via faction) by simply pursuing a single but involved quest for an nice Aug (click here for details).

2) EARN DOUBLOONS: While you can buy or obtain Doubloons from other players, they are earned by
undertaking Group Missions given out by the various NPC's in The
The spells/tome will cost you 100, 200 and 300 Doubloons (in that order).

3) THE BURIED SEA: You are looking for Halon Griere (Level 75), on the main island (where all the quest NPC's are).
When you have enough faction and Doubloons, you can buy the Rank 1 spells (and the tome) from him.

RANK TWO
1) FACTION: You need to work on faction with the Combine Empire Merchants.
You must be at least indifferent to kindly before the Rank One Spells and Tome are revealed to you, allowing you to purchase them.
The Level 71, then level 73 and then Level 75 spells/tome will only be purchasable once you have the right faction (indifferent, kindly and then ally).
Faction is improved by doing the various solo tasks and group missions given out by the NPC's in Katta Castrum zone, such as pursuing the Solteris progression.

2) EARN ORUM (aka ORUX): While you can buy or obtain Orux from other players, they are earned by undertaking group missions given out by the various NPC's in Katta Castrum.
The spells/tome will cost you 100, 200 and 300 Orux (in that order).

3) KATTA CASTRUM: You are looking for Trader Leanian (Level 75), in the merchant or "bazaar" area.
When you have enough faction and Orux, you can buy the Rank Two spells and tome from him.

RANK THREE
1) FACTION: You need to work on faction with the Combine Empire Merchants.
You must be at least indifferent to ally before the Rank III Spells and Tome are revealed to you, allowing you to purchase them.
The Level 71, then level 73 and then Level 75 spells/tome will only be purchasable once you have the right faction (indifferent, kindly and then ally).
Faction is improved by the various missions given out by the NPC's in Katta Castrum zone.

2) EARN PHOSPHENE: While you can buy or obtain Phosphene from other players, they are earned by undertaking Raids given out by the various NPC's in Katta Castrum zone.
The spells/tome will cost you 100, 200 and 300 Phosphene (in that order).

3) KATTA CASTRUM: You are looking for Master Ulyssus (Level 75), in the merchant or "bazaar" area.
When you have enough raid faction and Phosphene, you can buy the Rank Three
spells/tome from him.
