PLANE OF SKY KEYS
If the Plane of Sky, you want to see, then you will surely need, every key! -- Bonzz
In order to progress from one island to the next, in the Plane of Sky, each person must obtain a key.
While there are alternate methods (re: suicide, summon corpse, re-rez...) -- I will focus only on the keys!
UPDATE: In 2021 there was a change to most in-game progression related keys. The Plane of Sky Keys, while actual items, will now disappear when, either, they are looted or they are used. When they disappear, they will be credited to the Achievement: Islands of Sky Keys, and you will then be automatically able to use the portal pads, for the keys you have credit for.

There are a few things about the Plane of Sky to note:
The zone is a series of rocky islands floating in space. If you fall off, you will be okay so long as you don't hit something (like another island below) on the way down. You will zone and land -- safely -- in the Freeport harbor.
Many pets are not allowed here, but Air pets look cool here.
You cannot bind here, nor can you gate from here. However, you can camp here.
The quest may only provide as many as few 13 keys, so having more than 13 people (2-plus groups) may not work, unless they all ready have keys. 21 People is probably a safe number of un-keyed players.
The only way to get here is via Wizard translocation (Spell: Alter: Plane of Sky). The Wizard can only translocate one group at a time. Further, the spell requires a component called the Cloudy Stone of Veeshan, which costs about 215 Platinum (each). The same item can be used with a Guild Hall Portal to get here.
AoE Spells are a VERY bad idea, especially on the first island. Dueling here is also a VERY bad idea -- as Sirran may join in!
The keys are used by placing them on your cursor and clicking the portal (they are no drop, so you can't drop them). The keys will only work on the correct portal.
Other items will drop besides the ones noted, but they are not part of this quest. The other items are mostly for other in-zone quests.
While it is safe to hail Sirran, the Lunatic -- it is best that NO ONE hail him at all and especially don't speak to him. He can and will aggro.
Sirran does not have to be spawned on each Island in sequence. He can can be spawned on any Island by killing the appropriate MOB.
Islands are commonly referred to as 1st, 2nd, 3rd, etc. -- however -- the numbering is often confused. Some people count Noble Dojorn as the 2nd Island, while others ignore it and call Azarack Island the 2nd Island.
Respawn time in this zone is about 8 hours, so if you are on the 1st Island and don't see any MOB's -- you cannot go any further with this quest (unless you all ready have the keys to try the other islands).

THE QUEST
1) PLANE OF SKY: ISLAND ONE: FAERIE ISLAND: The first step is simply getting to the Plane of Sky and setting up.
The Key Master is a merchant (Level 53). He sells keys, coffins, a box and mana batteries.
One key that he has is free, called the Efreeti's Key (Lore, No Trade, Weight 1.). It is the key to the Test Hall or Quest Hall. This is a one way trip, so you don't need it or want it unless the Test Hall is where you need to go. If you go there, the only place you can afterwards is Freeport.
This Test Hall is actually inside the 1st Island and is where all the Quest NPC's are located (this one reason AoE spells are a bad idea -- you don't want these guys to aggro!).

2) Here there are faerie-like MOB's here called a Thunder Spirit (Level 50).
There should 8 of them floating about. Each one can drop three (3) of the Lost Rabbit's Foot (Lore, No Trade, Weight 0.1) and three (3) of the Tiny Sword (Lore, No Trade, Weight 0.1) (24 total of each).
This is why more than 24 keyless people is a bad idea, as there are only so many items to dole out.

3) Also on this Island is a Thunder Spirit Princess (Level 53).
You need to kill her last.
After she is dead, a halfling named Sirran, the Lunatic (Level 65) will appear.
Make sure that everyone is aware that they are not to hail him, speak to him or attack him.
Nor are they to gain any aggro from any other MOB's once he appears -- as he may come their aide!
It is best to remember this from here on out!

4) Without speaking to Sirran -- at all -- everyone is to give him their Lost Rabbit's Foot.
He will give them a Key of the Misplaced (Lore, No Trade, Weight 1.0)!
Then everyone is then to hand him their Tiny Sword.
He will give them a Key of Swords (Lore, No Trade, Weight 1.0)!

5) ISLAND TWO: NOBLE DOJORN ISLAND: This step can be skipped, if desired... or you can include it for the extra challenge of wiping each island.
Use the Key of Swords on the correct portal and you will be transported to this Island.
There should be no aggro.
MOB's on this island include a Blade Storm (Level 59 to 63 -- two of them), a Presence (Level 55 -- a quest NPC), Gwan (Level 57 -- a quest NPC) and Noble Dojorn (Level 63 -- his death will cause the Overseer of Air to spawn on Harvester Island).
You do not need to kill anything here, as this island is not really involved in this quest. This is why people often leave it out of the sequence of islands.
It is actually the 2nd Island, but you can actually by-pass this island and go straight to Island 3 from Island 1.
Thus, the reason people often erroneously call the next island (Azarack) the 2nd Island.

6) ISLAND THREE: AZARACK ISLAND: You may want to go invisible first, as there will be aggro on this island.
From Faerie Island (#1) -- or Noble Dojorn Island (#2) -- use your Key of the Misplaced on the correct portal to get to Azarack Island (3rd Island).
On this island are about nine (9) an Azarack (Level 53).
Kill them and loot a Broken Mirror (Lore, No Drop, Weight 0.1).
Here is where you can run into key issues -- as as few as 13 Broken Mirror's may drop -- or as many as 31. Cross your fingers!
On this island, make sure to kill them all.

7) Also on the island is the Protector of the Sky (Level 55) -- who should have spawned after killing all the an Azarack.
Kill him to spawn Sirran on this Island.

8) Give Sirran the Broken Mirror to get the Key of Misfortune (Lore, No Trade, Weight 1.0)!

9) ISLAND FOUR: GORGALOSK ISLAND: Use the Key of Misfortune on the portal to get to Gorgalosk Island (4th Island).
There should be no aggro here.
On this island are a Gorgalask (Level 54 to 56), a Spirited Harpie (Level 54 to 56), a Crystalline Cloud (Level 53), a Watchful Guard (Level 55 to 56), a Gust of Wind (Level 53), a Shimmering Meteor (Level 55), An Avenging Gazer (Level 59), Heart Harpie (Level 58 -- has a pet) and Gorgalosk (Level 60).
Feel free to kill everything except Gorgalosk.
Everyone will need to loot an Animal Figurine (Lore, No Drop, Weight 0.1). There will only be about 21 of these to drop.

10) Now kill Gorgalosk to spawn Sirran on this Island.

11) Give Sirran the Animal Figurine and he will give you the Key of Beasts (Lore, No Trade, Weight 1.0)!

12) ISLAND FIVE: HARVESTER (aka Pegasus) ISLAND: Use the Key of Beasts on the portal to get to Harvester Island (5th Island).
There should be no aggro here.
On this Island is Soul Harvester (Level 52), Essence Harvester (Level 52), Soul Carrier (Level 54 --> 2 spawn after each Soul Harvester dies), Essence Carrier (Level 54 --> 2 spawn after each Essence Harvester that dies), Soul Tamer (Level 56 --> 1 spawns for each Soul Carrier that dies), Essence Tamer (Level 56 --> 1 spawns for each Essence Carrier that dies), Keeper of Souls (Level 60 -- spawns after Nottap Ekim despawns), Overseer of Air (Level 63, he will be here if you spawned him from Island 2 -- killing it will spawn The Hand of Veeshan (Level 63) on the 9th Island), Nottap Ekim (Level 1 -- who spawns after you kill the first Soul Harvester or Essence Harvester -- it is a quest MOB, so let it despawn on his own -- don't attack it) and the Keeper of Souls (Level 60 -- it will spawn after Nottap Ekim despawns).
Basically, the Harvester MOB's spawn the Carrier MOB's and Nottap Ekim, then each Carrier spawns some Tamer MOB's.
You need to kill everything but Ekim.
You need to loot a Bird Whistle (Lore, No Drop, Weight 0.1). About 28 of them should drop.

13) Now wait for Nottap Ekim to despawn (don't attack or kill him).
Once he despawns, the Keeper of Souls will appear. Kill it.
This will spawn Sirran on this Island.

14) Give Sirran the Bird Whistle and he will give you the Avian Key (Lore, No Trade, Weight 1.0).

15) ISLAND SIX: SPIROC ISLAND: There will be aggro on this next island, so you may want to use invisible before going over.
Use the Avian Key on the portal to get to Spiroc Island (6th Island).
On this Island is Spiroc Arbiter (Level 52 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Banisher (Level 52 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Caller (Level 52 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Walker (Level 52 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Expulser (Level 56 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Revolter (Level 52 -- it will respawn unless the Spiroc Vanquishers are dead), Spiroc Vanquisher (Level 58 -- they should be killed first to prevent other MOB's from respawning), The Spiroc Guardian (Level 60) and The Spiroc Lord (Level 63).
Target the Vanquishers first to prevent respawns. Leave The Spiroc Lord alone for now, but otherwise be sure to clear this Island!
Everyone will need to loot a Noise Maker (Lore, No Drop, Weight 0.1). About 24 of them should drop.

16) Now kill The Spiroc Lord.
This will spawn Sirran on this Island.

17) Give Sirran the Noise Maker and he will give you the Key of the Swarm (Lore, No Trade, Weight 1.0)!

18) ISLAND SEVEN: WASP (aka Bee or Bixie) ISLAND: There will be aggro here, so may want to use invisible before going over.
Use the Key of the Swarm on the portal to get to Wasp Island (or Bee or Bixie Island) (7th Island).
On this Island are Bzzazzt (Level 50 -- they are the only MOB's up at first), Bazzzazzt (Level 55), Bizazzt (Level 57), Bzzt (Level 60) and Bazzt Zzzt (Level 63).
Killing each MOB type will spawn the next MOB's until Bazzt Zzzt appears.
Kill them all but leave Bazzt Zzzt alone for now.
Everyone will need to loot a Dull Dragon Scale (Lore, No Drop, Weight 0.1). About 24 of them should drop.

19) Now kill Bazzt Zzzt.
This will spawn Sirran on this Island.

20) Give Sirran the Dull Dragon Scale and he will give you the Key of Scale.
NOTE: You may actually speak to Sirran at this point -- and do so safely.
Only one person needs to do this.
What you should say to him is, "Am I the wall?"
This will cause the Sister of the Spire (Level 63) to spawn on the next (8th) Island.
This will be necessary for this quest.

21) ISLAND EIGHT: DRAKE ISLAND: Use the Key of Scale on the portal to get to Drake Island (8th Island).
There should be no aggro here.
On this Island are Hearstbane Drake (Level 56), Fatestealer Drake (Level 58), Windrider Drake (Level 60), Greater Sphinx (Level 54), Undine Spirit (Level 53), and the Sister of the Spire (if you spoke to Sirran on the 7th Island).
Kill everything except the Sister of the Spire, for now.
Everyone will need to loot a Replica of the Wurm Queen (Lore, No Drop, Weight 0.1). At least 22 should drop.

22) Now kill he Sister of the Spire.
This will spawn Sirran on this Island.

23) Give Sirran the Replica of the Wurm Queen and he will give you the Veeshan's Key (Lore, No Trade, Weight 1.0).
This is the last key!

24) ISLAND NINE: BUTTERFLY (or Veeshan) ISLAND: Use the Veeshan's Key on the portal to get to the last island, Butterfly Island (9th island).
Here you will find Eye of Veeshan (Level 63, does not aggro) and the Hand of Veeshan (Level 63, who does aggro, but will only be here if you caused him to spawn back on the 5th Island).
