SHRINE KEY
This key is required in order get from Skyshrine to Cobalt Scar. You can zone into the Skyshrine Courtyard from Cobalt Scar, but it is a one-way trip unless you have this key. If you have this key, you can click on the statue in the fountain to go back to Cobalt Scar! There are two ways to get this key -- by way of the actual quest or by looting it (See Step 2).
UPDATE: In 2008 Sony decided to allow this access by merit of level (Level 46).

THE QUEST
1) SKYSHRINE: Find Sentry Enots (Level ??).
Hail him and follow along. He will refer you to Ziglark Whisperwing (Level 45).

2) Now find Ziglark Whisperwing, in the area of p830, n540.
Hail him and follow along. He will ask you to deliver 200 Platinum and a Message to Wenglawks (Lore, No Trade, Weight 0.3) to a "spy" for him.
ALTERNATIVE: You can just kill Ziglark Whisperwing and loot the key from his corpse, if you desire. At level 65, I had ally faction and killed him easily. There were no adds and I was still ally afterwards.

3) KAEL DRAKKAL: Find Wenglawks Kkeak (Level 42 to 45).
He is in the area of the Bank.
Give him the 200 Platinum and the Message to Wenglawks.
He will then give you Message to Herald (Lore, No Trade, Weight 0.3).
NOTE: If you don't have the proper faction, he will not deal with you. If this is the case, you will either have to build faction or choose the alternative method noted in Step 2 (above).

4) SKYSHRINE: Go back to Ziglark and return the Message to Herald.
He will then give you the Shrine Key!
NOTE: This item is soul bound. Use it to zone out to Cobalt Scar and then back to Skyshrine and it should be on your key ring!
