BATTERED SHIELD OF THE FALLEN GUARD
This is also known as the task called "Haesgrin #1: Incursion"
This is a rather simple task for a decent shield!
With some careful and attentive game play, you can solo this task… if you are reasonably geared and of sufficient level!
Also detailed below are the two subsequent tasks, commonly known as Haesgrin #2: Shade Bounty and Haesgrin #3: Acquisition.
They award faction only, but it is a big faction hit... and this is faction you will need for progression (Wraithguard Leadership)!

Battered Shield of the Fallen Guard: Lore, No Drop, Magic; AC 80; STR 16; DEX 16, STA 16, WIS 16, INT 16, AGI 16; FIRE 8; COLD 16; MAGIC 16, POISON 16, DISEASE 16; HP 275, MANA 255, END 25; Effect: Shielding 1%, Spell Shield 3%, Avoidance 5, Stun Resist 3%, DoT Shielding 3%; Required Level 71, Weight 6.0; All/All.

THE QUEST
He is located in the area of n1575, n690. This is across the bridge, and up the hill on the right, before the main doorways.
You need to be indifferent with him to get this task (Wraithguard Leadership faction).
Hail him and follow along, or just try saying, "Reports" to get the task called, "Incursion."

2) You are looking for Wraithguard Hunter Grethmar (Level 74 to 76).
He is near the zone line to Frostcrypt.
Hail him for a task update.

3) FROSTCRYPT, THRONE OF THE SHADE KING: Zone in and Grethmar will follow you inside, along with two (2) A Wraithguard Hunter (Level 75).
NOTE: You will need to create a hot key to make this easier… to /say Stop (to Grethmar).
Your job is to keep Grethmar and A Wraithguard Hunter alive.
Basically, just keep Grethmar at the zone line, at the ramp (the one he walks towards, not the zone in ramp) by spamming "Stop" to him. (You can also /say Move and he will start walking, but you do not want to do this.)
Keeping him stopped at the ramp sets up Step 4 to work correctly.
If you don't do this, he and his guards will wonder down the middle of the zone and they will aggro any MOB's they come near, making this far harder than it needs to be.

4) At some point (2 to 10 minutes), Warlord Vongar, the Relentless (Level 75) should spawn on top of Grethmar.
You need to kill him.
He is an easy kill, really. Grethmar and friends will attack him as well.
At low health, he will start to walk away. Don't let him (snare, root, stun, whatever...), so as to avoid more aggro.

5) Once he is dead, start spamming "Stop" to Grethmar again, until he despawns.
Once he despawns, you will get your Battered Shield of the Fallen Guard!

6) OPTIONAL: VALDEHOLM: Commander Haesgrin will dole out two other tasks, if you have "Kindly" or better faction.
Simply hail him and follow along, or just try saying "Hunting" and "Supplies," respectively, to get the tasks called, "Shade Bounty" and "Acquisition."

7) OPTIONAL: FROSTCRYPT, THRONE OF THE SHADE KING: The first task requires the delivery of four (4) Mark of Rallos Zek (No Trade, Weight 0.6), while the second requires the delivery of four (4) (each) of a Shadow Forged Axe (No Trade, Magic, Weight 25.4, DMG 4, BONUS 16, Delay 25), Shadow Forged Blade (No Trade, Magic, Weight 25.4, DMG 4, BONUS 16, Delay 25) and a Shadow Forged Hammer (No Trade, Magic, Weight 25.4, DMG 4, BONUS 16, Delay 25).
All of these items are random drops in Frostcrypt.
They can be pre-looted, as they are "delivery items," not looted items.

8) OPTIONAL: VALDEHOLM: Take the items back to Haesgrin to finish these tasks.
These two tasks are repeatable and only award progression-needed faction.
