Charasis (Howling Stones) is accessible only by way of having a key to get in.
You must have your own individual key. In order to get this key, you have to quest it.
UPDATE: In 2008 Sony decided to allow access to this zone by merit of level (Level 46).

THE QUEST
1) Begin your quest in The Lake of Ill Omen.
Make you way to the SW corner at the Sarnak Fortress.
At the level you should be at, to even consider going for this key, you will find that most of the Sarnaks are green to you. You can either fight your way in or get an Invisible buff and go in mostly unseen.
Whichever, you are here to kill the Chancellor of Di'Zok. He is a Level 40-ish caster MOB with a pet (Level 26). He has a 2-hour spawn time. Kill him and loot the Jade Chokidai Prod (Magic, Lore, Piercing, Damage 11, Delay 30, Stamina 3, Wisdom 6, Weight 4.2, Shaman only, All Races).

2) Now you must make your way to Kaesora.
You may need a group to go with you.
Make your way to the bowels of Kaesora to find and kill the vampire sarnak, Xalgoz, a Level 40-ish caster MOB, surrounded by undead protectors.
His spawn time is 30-minutes. Kill him and loot the Xalgozian Fang (Lore, Magic, No Drop, Piercing, Damage 6, Delay 20, Range 20, Strength 3; Stamina 3, Agility 3, Dexterity 3, Weight 0.3, Warrior only, All Races).

3) Now port or translocate out and head to the
In the area of location n250, n1800, you should find a frogluk named Dugroz, (Level 30) along with his pet (Level 21).
He should be indifferent to you.
Simply hand him the Xalgozian Fang and the Jade Chokidai Prod and he will give you the Key to Charasis!
